Selected for the Global Economic Symposium 2012

“Globalization has transformed the nature of crime and, with it, people’s needs for security. Under the current system of justice, crime fighting and crime-prevention tend to be conducted in local, national and international policy silos. These systems are no longer appropriate to deal with the globalization of crime, which has come to include multifaceted, complex and highly interrelated domains such as terrorism, drug trafficking, cyber-crime and urban violence. Crime has become globalized by using the global networks of trade, migration and information that are also responsible for much global economic growth and opportunities for poor people and emerging countries to escape from extreme poverty. Through this globalization of crime, the sovereignty of nationstates and their spheres of executive, legislative and judiciary power of being undermined. The only way to rise to this challenge is to re-examine the organization of law and order, the limits to role of nation-states in maintaining security, the need for worldwide benchmarks and values to confront crime, and the influence of security legal decisions.

How should the local public security apparatus interact with nationwide strategic agendas in dealing with globalized crime? What are appropriate strategies for dealing with companies engaged in globalized crime and associated flows of transnational capital? What principles – such as utilitarianism or contractualism – should guide our efforts to protect public order? How can the needs for public security be reconciled with democratic principles and human rights in civil societies? How are current benchmarks of public order to be reconciled with current conceptions of national sovereignty?”

The hidden financial flows of organized crime : a literature review and some preliminary empirical results / Friedrich Schneider.
In this paper the financial means of international (mostly Islamistic) terror organizations are analysed. First, some short remarks about the organization of international terror organizations are made. Second and in a much more detailed way a literature review is provided about the financing of terrorist and organized crime organizations, their sources and the various methods they use. Third, a first attempt is made to estimate the financial means of terror organizations with the help of a latent estimation approach (MIMIC procedure). The figures show that Al Qaeda and other terror organizations have sufficient financial means. Third, some remarks are made about the negative effects of terror on the economy in highly developed countries and some strategies are presented to combat the financing of terrorism. — Financial flows of terrorist organizations ; Hawala banking ; money laundering ; organized crime ; kinds of terrorist financing
