Selected for the Global Economic Symposium 2012

“Among the world’s unemployed, the youth are particularly hard hit. Youth unemployment rates are significantly higher than adult unemployment rates in both the developed and developing world. Global protest movements of young citizens are a manifestation of their lack of perspective. On the one hand, higher youth unemployment rates can simply result from frequent job changes and short intermediate unemployment spells. It may be natural for young workers to switch jobs more frequently before a good match with an employer is achieved. On the other hand, high youth unemployment can result from deeply rooted problems, such as a lack of relevant education and training, rigid labour markets, or discrimination. Moreover, unemployment spells in the early ages may have persistent negative consequences for subsequent careers.

Youth are not like adults: they have different abilities and different goals. This calls for a distinct youth unemployment policy. Do we need such age-specific employment policies? What should they look like? Should labor market regulation pay specific attention to youth? Technological innovations and globalization continue to rapidly change the way we work. How can we support our unemployed youth to cope with the organizational changes that are coming our way? What skills do young workers need and how can they be taught and acquired?” (GES-Organizers)

This time it’s different? : youth labour markets during “the great recession” / Niall O’Higgins.
This paper looks at the effects of the ‘Great Recession’ on young people’s labour market experiences in the European Union. The paper documents some of the key characteristics of young people’s labour market experiences during the current recession and then seeks to provide some explanations of these applying both cross-section and time series rolling regression models in order, in particular, to better understand the role of labour market institutions as a determining factor of differing experiences across countries. The analysis finds that labour market flexibility contributed significantly to the negative consequences felt by young people during the recession. — recession ; youth labour markets ; human capital, EPL

Young people and the Great Recession / David N. F. Bell and David G. Blanchflower.
This article reviews the effects of the Great Recession on youth labour markets. We argue that young people aged 16-24 have suffered disproportionately during the recession. Using the USA and UK as case studies, we analyse youth unemployment using microdata. We argue that there is convincing evidence that the effects of unemployment when young impose costs on individuals and society well into the future. Though the effects of current policies on youth unemployment are uncertain, there is still a strong case for policy intervention to address the difficulties that the young are having in accessing employment. — youth unemployment

Comment on Bell and Blanchflower : youth unemployment in Europe and the United States / Oskar Nordström Skans.
This paper focuses particularly on youth unemployment, why we should be concerned about it, why it is increasing again, how the present difficulties of young people entering the labour market differ from those of the past and what useful lessons have been learned that may guide future policy. We focus on Europe and USA, but introduce evidence from other countries where appropriate. Our analysis of the UK NCDS birth cohort data provides evidence supporting the notion that early adulthood unemployment creates long lasting scars which affect labour market outcomes much later in life. Our chosen variables are weekly wages and happiness. Our results show significant effects at age 50 from early adulthood unemployment. These affects are stronger than more recent unemployment experiences. — youth unemployment ; scarring effects ; happiness

Training + temp work : Evaluating an innovative activation program for disadvantaged youths / Christoph Ehlert, Jochen Kluve, and Sandra Schaffner.
While high rates of youth unemployment are a severe problem in most European countries, the program evaluation literature shows that disadvantaged youths constitute a group that is particularly difficult to assist effectively. As innovative measures are thus needed, we evaluate a German pilot program that targets low-skilled young unemployed and combines three components: a) individual coaching, b) classroom training and c) temporary work. Labor market dynamics in Tunisia : the issue of youth unemployment / Marco Stampini; Audrey Verdier-Chouchane.
This paper analyzes the dynamics of the youth labor market in Tunisia using unique labor force survey data from 2005 to 2007 that include a longitudinal component. It first shows that sustained economic growth will reduce youth unemployment over the next few years. Second, forecasts indicate that the growth of private sector services has the highest potential to reduce youth unemployment. Third, the analysis of labor market characteristics reveals that young graduates experience long unemployment as they cue for high-skill jobs. Moreover, the public sector remains the main provider of employment opportunities for many graduates, in particular for women. — labor market ; unemployment ; youth ; Tunisia

Youth employment in Europe : institutions and social capital explain better than mainstream economics / Bruno Contini.
Why did employment growth – high in the last decade – take place at the expense of young workers in the countries of Central and Southern Europe? This is the question addressed in this paper. Youth unemployment has approached or exceeded 20% despite a variety of factors, common to most EU countries. According to neo-classical economics all would be expected to exert a positive impact on its evolution: population ageing and the demographic decline, low labor cost of young workers, flexibility of working arrangements, higher educational attainment, low unionization of young workers, early retirement practices of workers 50+. But neither seems to provide a convincing explanation. Historically based institutions and political tradition, cultural values, social capital – factors that go beyond the standard explanation of economic theory – provide a more satisfying interpretation. — Youth employment ; unemployment ; social capital ; institutions

This paper reviews current issues in youth labour markets in developed countries. It argues that young people aged 16-25 have been particularly hard hit during the current recession. Using the USA and UK as cast studies, it analyses both causes and effects of youth unemployment using micro-data. It argues that there is convincing evidence that the young are particularly susceptible to the negative effects of spells of unemployment well after their initial experience of worklessness. Because the current youth cohort is relatively large, the longer-term outlook for youth unemployment is quite good, but there is a strong case for policy intervention now to address the difficulties that the current cohort is having in finding access to work. — Youth unemployment ; scarring ; ethnic crime ; health ; life satisfaction ; wages ; ALMP

Subsidizing vocational training for disadvantaged youth in developing countries : evidence from a randomized trial / Orazio P. Attanasio; Adriana D. Kugler; Costas Meghir.
This paper evaluates the impact of a randomized training program for disadvantaged youth introduced in Colombia in 2005. This randomized trial offers a unique opportunity to examine the impact of training in developing countries. We use originally collected data on individuals randomly offered and not offered training. The program raises earnings and employment, especially for women. Women offered training earn 18% more and have a 0.05 higher probability of employment than those not offered training, mainly in formal sector jobs. Cost-benefit analysis of these results suggests that the program generates much larger net gains than those found in developed countries. — Vocational training ; randomized trials

Who is hit hardest during a financial crisis? : the vulnerability of young men and women to unemployment in an economic downturn / Sher Verick.
The current financial and economic crisis has resulted in the worst global recession since World War II. The subsequent destruction of jobs and increased duration of joblessness will ensure that unemployment across the world will continue to rise and stay stubbornly high for some time to come, well after the economy has begun to recover. Beyond this generalization, such downturns have more adverse implications for vulnerable segments of the population such as youth. As presented in this paper, data for both the current and previous financial crises reveals that young people are indeed hit hardest as reflected by rising unemployment rates, which persist long after the economy is growing again. In the wake of the present downturn, young men have been particularly affected, which has been driven by a range of factors including the high proportion of young men in heavily impacted sectors such as construction. In response to this situation, policymakers should utilize targeted crisis interventions that aim to keep youth employed where possible, while also assisting new entrants and those who have lost jobs find employment (or at a minimum stay attached to the labour force), particularly as the economy recovers. — Unemployment ; youth unemployment ; financial crisis
