Selected for the Global Economic Symposium 2012

“With a world population that is expected to grow from currently about 6.9 billion to 9.2 billion by 2050, as well as changing lifestyles and consumption patterns towards more protein containing diets, the Food and Agricultural Organization (FAO) estimates that meeting the world’s food demand requires a 70 percent increase in total agricultural production.

Land productivity considerably increased over the last 6 decades, since in this period the food production was doubled while agricultural land only increased by 10%. However, agricultural yields as well as production stability is threatened by changes in precipitation, temperature and extreme weather events under climate change. Regions with already low and stagnant agricultural productivity and therefore high risk of food insecurity like large parts of Africa are expected to be the most affected ones.

How can food security in these regions be improved sustainably in the light of such unfavorable and threatening trends? How can agriculture in climate vulnerable food insecure regions be improved in order to enable farmers to adapt to a changing climate, while reducing its contribution to climate change and using scarce resources such as mineral fertilizer and water in a sustainable way?

The need to link efforts in preserving and enhancing food security as well as adaptation and mitigation activities in the agricultural sector has been discussed under the term climate-smart agriculture during a High-Level Side Event at the urban Climate Change Conference.
How can climatesmart agriculture systems, techniques and policies practically help to enhance food security in the most climate vulnerable regions through adaptation and mitigation? How can they be integrated into existing national and regional agricultural policies and strategies? Since the relevant regions are dominated by resource-poor smallholders, it is necessary to examine if they are prepared and how they can be enabled to make the transition to climate-smart agriculture.

Related questions are how investments into development in technologies, methods and knowledge gaps can be financed and which institutional support is needed.”

Climate change, agricultural production and food security : evidence from Yemen / by C. Breisinger; O. Ecker; P. Al-Riffai; R. Robertson; R. Thiele; M. Wiebelt.
This paper provides a model-based assessment of local and global climate change impacts for the case of Yemen, focusing on agricultural production, household incomes and food security. Global climate change is mainly transmitted through rising world food prices. Our simulation results suggest that climate change induced price increases for food will raise agricultural GDP while decreasing real household incomes and food security. Rural nonfarm households are hit hardest as they tend to be net food consumers with high food budget shares, but farm households also experience real income losses given that many of them are net buyers of food. The impacts of local climate change are less clear given the ambiguous predictions of global climate models (GCMs) with respect to future rainfall patterns in Yemen. Local climate change impacts manifest itself in long term yield changes, which differ between two alternative climate scenarios considered, with implications for income and nutrition. — Climate Change ; Agriculture ; Food Security ; Model-based Assessment ; Yemen
