With increasing societal awareness for climate and sustainability issues and prices for fossil energy sources rising, green technologies have emerged as a viable and promising field for business growth as well as for distinctive policy-making. Previously neglected by mainstream political agendas, governments and companies, nowadays widespread initiatives can be found – mostly in resource dependent countries or regions such as the EU, the US, China and Japan – to foster a Green New Deal. Green technologies heavily depend on numerous limited mineral resources, the supply of which mainly originates in developing or emerging countries. Access to these resources has thus gained strategic importance for technology businesses and their respective countries: The recent debate about China’s quasi-monopoly in the market for Rare Earths has triggered a reorientation towards resource policy, so far culminating in considerations about interlinking development aid with resource contracts. Without supranational coordination and a timely combination of policies on the one hand and a shift in focus of businesses to resource efficient and sustainable business practices on the other hand, a race for mineral resources will evolve not only between companies but between nations as well.

Conflict prevention through natural resource management? : a comparative study / Annegret Mähler, Miriam Shabafrouz, and Georg Strüver.
Natural resources are often held responsible for intrastate conflicts. As a consequence, both national and international measures to avoid the detrimental impact of resource endowments have increasingly been discussed and implemented in resource-rich countries. These measures include stabilization funds, subregional development programs, revenue-sharing regimes, and transparency initiatives. However, comparative empirical studies of the actual impact of these measures, particularly regarding their contribution to conflict prevention, are scarce. This paper contributes to the filling of this gap: combining a medium-N sample of oildependent countries and three in-depth case studies (Algeria, Nigeria, and Venezuela), we evaluate different instruments of resource management and their effects on conflict risk factors. On the one hand, the findings do not show any systematic connection between the countermeasures and a reduction in resource-related risks; on the other, the paper highlights common causal factors for the lack of implementation of resource-related countermeasures. — Oil ; violent conflicts ; political stability ; resource management

Metalliferous sediments in the Atlantis II Deep : assessing the geological and economic resource potential and legal constraints / by Christine Bertram, Anna Krätschell, Killian OBrien, Warner Brückmann, Alexander Proelss ….
To date, mineral resources are only mined on land but projected increases in demand have brought the exploration and exploitation of marine mineral resources back into focus. The Atlantis II Deep, located in the central Red Sea between Saudi Arabia and Sudan, is one of the largest marine sulfide deposits known, with high concentrations of metals such as zinc, copper, silver and gold. However, little is known about the economic potential of marine minerals as well as the legal constraints. Our geological assessment shows that the deep is similar in grades and scale to large land-based deposits. Its economic potential is far from negligible. The present value of possible gross revenues ranges from 3.11 to 8.21 billion US-$, depending on the minerals considered. From a legal perspective, a general duty to cooperate in the exploration and exploitation of non-living resources located in disputed maritime areas is identified in both customary international law and in the UNCLOS. It is submitted that a joint development agreement is one means of ensuring compliance with this duty in general and in the case of the Atlantis II Deep in particular. — Atlantis II Deep ; deep-sea mining ; joint development scheme ; metalliferous sediments ; resource potential ; Saudi-Sudanese Red Sea Commission

International rules for trade in natural resources / Paul Collier; Tony Venables.
This paper investigates the scope for international rules to address market failures in trade in natural resources and the associated international transactions of prospecting and investment in resource exploitation. We argue that several market failures are likely to have substantial costs. However, due to the distinctive features of natural resources, the market failures are particular to them. The ad hoc approaches which have attempted to address them to date leave scope for a more systematic and comprehensive approach by the WTO, but the distinctive features of natural resources imply that this could not simply be an application of the rules appropriate for other forms of trade.
