Der ökonomische Beobachter der Eurozone reibt sich vor Verwunderung die Augen. Erst vor zwei Jahren wurde mit großer Begeisterung das zehnjährige Jubiläum der Einführung des Euro als beispielloses Erfolgsmodell gefeiert. Heute reden viele mit beinahe selbstverständlicher Leichtigkeit vom Zerfall der Eurozone, vom Scheitern des Euro, von einer Aufspaltung in einen Nord- und in einen Südeuro, von einer Wiedereinführung der D-Mark etc.

The EMU sovereign-debt crisis : fundamentals, expectations and contagion / Michael G. Arghyrou and Alexandros Kontonikas.
We offer a detailed empirical investigation of the European sovereign debt crisis based on the theoretical model by Arghyrou and Tsoukalas (2010). We find evidence of a marked shift in market pricing behaviour from a ‘convergence-trade’ model before August 2007 to one driven by macro-fundamentals and international risk thereafter. The majority of EMU countries have experienced contagion from Greece. There is no evidence of significant speculation effects originating from CDS markets. Finally, the escalation of the Greek debt crisis since November 2009 is confirmed as the result of an unfavourable shift in country specific market expectations. Our findings highlight the necessity of structural, competitiveness-inducing reforms in periphery EMU countries and institutional reforms at the EMU level enhancing intra-EMU economic monitoring and policy co-ordination. — euro-area ; crisis ; spreads ; fundamentals ; expectations ; contagion ; speculation

What can EMU countries’ sovereign bond spreads tell us about market perceptions of default probabilities during the recent financial crisis? / Niko Dötz; Christoph Fischer.
This paper presents a new approach for analysing the recent development of EMU sovereign bond spreads. Based on a GARCH-in-mean model originally used in the exchange rate target zone literature, spreads are decomposed into a risk premium, an expected loss component and a liquidity premium. Time-varying default probabilities are derived. The results suggest that the rise in sovereign spreads during the recent financial crisis mainly reflects an increased expected loss component. In addition, the rescue of Bear Stearns in March 2008 seems to mark a change in market perceptions of sovereign bond risk. The government bonds of some countries lost their former role as a safe haven. While price competitiveness always helps to explain sovereign spreads, it increasingly moved into investors’ focus as financial sector soundness weakened. — Sovereign bond spread ; GARCH-in-mean ; default probability

Banking and debt crises in Europe : the dangerous liaisons? / Bertrand Candelon ; Franz C. Palm.
The potential mutation of the Sub-Prime banking crisis into a sovereign debt one in Euro area countries is investigated. After reviewing the criteria used to measure the debt vulnerability, the balance sheet approach (BSA) is presented in order to illustrate the potential connections between these two types of crises. A graphical analysis yields evidence that at the end 2009 the probability of observing a Euro area country defaulting is less likely than six month before. Nevertheless, the serious threats, which concern Greece and Ireland, do not permit us to exclude the occurrence of a contagious, or self-fulfilling, sovereign debt or currency crises in Euro area in the future.
