Amerika geht es schlecht. Die Zahl der Arbeitslosen hat sich von rund 7 Mio. im Jahr 2007 auf 14,8 Mio. im Oktober 2010 in kurzer Zeit verdoppelt. Obwohl die aktuellen wirtschaftlichen Probleme eine lange Geschichte haben und Rezession und Finanzmarktkrise vor seinem Amtsantritt ausgebrochen waren, wird Barak Obama in der amerikanischen Öffentlichkeit für die Folgen verantwortlich gemacht.

Quantifying optimal growth policy : presented at CESifo Area Conference on Public Sector Economics, April 2010 / Volker Grossmann ; Thomas M. Steger ; Timo Trimborn.
The optimal mix of growth policies is determined within a comprehensive endogenous growth model. The analysis captures important elements of the tax-transfer system and accounts for transitional dynamics. Currently, for calculating corporate taxable income US firms are allowed to deduct approximately all of their capital and R&D costs from sales revenue. Our analysis suggests that this policy leads to severe underinvestment in both R&D and physical capital. We find that firms should be allowed to deduct between 2-2.5 times their R&D costs and about 1.5-1.7 times their capital costs. Implementing the optimal policy mix is likely to entail huge welfare gains.

The crisis and beyond : thinking outside the box / Claude Hillinger.
In this paper the author attempts an analysis of the current financial/economic crisis that is wider ranging and more fundamental than he has been able to find. He discusses alternatives to the financial bailouts and shows how the crisis could have been dealt with more efficiently and at little cost to taxpayers. Finally, the author discusses fundamental reforms that would reduce the volatility of financial markets and increase their efficiency. He reviews some social science literature that views the current crisis as an episode in the secular decline of the United States and more generally of the Western Democracies. The timidity of current reforms, which is striking when compared to those that followed the excesses of the Gilded Age and the Great Depression, can be understood in this framework. The author concludes that the industrialized world is now dominated by a “financial-political complex” that maximizes speculative profits in good times and socializes losses in times of crisis. — Deficit financing ; financial crisis ; financial instability ; full reserve banking ; sovereign default ; toxic assets
