Reform des EU-Stabilitätspaktes

Die Europäische Kommission hat Ende September ein umfassendes Paket von Legislativvorschlägen vorgelegt, mit dem sie die Wirtschafts- und Haushaltspolitik der Mitgliedsländer insbesondere im Euroraum in Zukunft in dreierlei Hinsicht stärker steuern will: Das bisherige Verfahren im Rahmen des Stabilitäts- und Wachstumspaktes bei einem Haushaltsdefizit von mehr als 3% soll verschärft und beschleunigt werden; neu eingeführt werden soll ein sanktionsbewehrtes Verfahren bei einer Staatsschuld von mehr als 60% des BIP; jenseits von haushaltspolitischen Verfehlungen sollen wettbewerbsschwache Länder bestraft werden können, die keine geeigneten wirtschaftspolitischen Maßnahmen zur Beseitigung ihrer Wettbewerbsschwäche ergreifen. Die Vorschläge sind vorbeugend ausgerichtet, weitgehend regelbasiert, und sehen beträchtliche Hürden vor, die es schwer machen, sich bei Verfehlungen den vorgesehenen Verfahren zu entziehen.

The gains from early intervention in Europe : fiscal surveillance and fiscal planning using cash data / by Andrew Hughes Hallett, Moritz Kuhn and Thomas Warmedinger.
This paper does two things. First it examines the use of real time inter-annual cash data and the role of early interventions for improving the monitoring of national fiscal policies and the correction of fiscal indiscipline. Early warnings are important because they allow us to spread the necessary adjustments over time. Examples from Germany and Italy show that large corrections are often necessary early on to make adjustments later on acceptable and to keep debt ratios from escalating. There is a credibility issue here; we find the difference between front-loaded and back-loaded adjustment schemes is likely to be vital for the time consistency of fiscal policymaking. Second, without early interventions, the later deficit reductions typically double in size – meaning governments become subject to the excessive deficit procedure and significant improvement tests more often. Thus the budget savings from early intervention and the use of cash data are significant; in our examples they are similar in size to the operating budget of the department of housing and urban development in Germany. What do we really know about fiscal sustainability in the EU? : a panel data diagnostic / António Afonso; Christophe Rault.
We assess the sustainability of public finances in the EU15 using stationarity and cointegration analysis. Specifically, we use panel unit root tests of the first and second generation allowing in some cases for structural breaks. We also apply modern panel cointegration techniques developed by Pedroni (1999, 2004), generalized by Banerjee and Carrion-i-Silvestre (2006) and Westerlund and Edgerton (2007), to a structural long-run equation between general government expenditures and revenues. While sustainability may be lacking in individual cases, fiscal policy was overall sustainable both for the EU15 panel set, and within some sub-periods
