Millenniums-Entwicklungsziele der Vereinten Nationen

Halbierung der weltweiten Armut bis 2015: So lautete das wichtigste Millenniumsziel, das die Vereinten Nationen im Jahr 2000 beschlossen haben. Vom 20. bis 22. September haben die Staats- und Regierungschefs auf dem UN-Millenniumsgipfel in New York Bilanz gezogen. Schon jetzt ist klar, dass nicht alle Ziele erreicht werden können. Die Millennium-Entwicklungsziele der Vereinten Nationen sind acht Entwicklungsziele (engl. Millennium Development Goals, MDGs) für das Jahr 2015, die im Jahr 2000 von einer Arbeitsgruppe aus Vertretern der UNO, der Weltbank, der OECD und mehreren Nichtregierungsorganisationen formuliert worden sind. Diese wurden im Rahmen des so genannten Millennium-Gipfels von den Vereinten Nationen verabschiedet.

The Millennium Development Goals adopted by the UN General Assembly in 2000 have established global targets for development cooperation until 2015. They are being regularly monitored, and one may already now conclude that they will be achieved unevenly across the globe. In that light, it is important to assess the usefulness of the MDGs and to start discussing a possible successor to guide development cooperation after 2015.

Throwing foreign aid at HIV/AIDS in developing countries : missing the target? / Peter Nunnenkamp and Hannes Öhler.
We assess empirically whether foreign official development assistance (ODA) has been effective in alleviating HIV/AIDS epidemics, which figures prominently among the Millennium Development Goals. We employ a difference-in-difference-in-differences approach to identify the treatment effect of ODA specifically meant to fight sexually transmitted diseases on HIV/AIDS-related outcome variables. We do not find that ODA has prevented new infections to an extent that would have reduced the number of people living with HIV. By contrast, ODA has contributed effectively to the medical care of infected people. However, conclusive evidence on significant treatment effects on AIDS-related deaths only exists for the major bilateral source of ODA, the United States. In particular, targeted US assistance programs appear to be more effective than the activities of multilateral organizations. — HIV prevalence ; AIDS-related deaths ; official development assistance ; aid effectiveness ; major donors ; difference-in-difference-in-differences
