The German-Canadian Society (DKG) organizes together with the Embassy of Canada the first annual German-Canadian Professionals Conference on May 28th, 2010 in Berlin.

In Panel 2 they discuss the challenges of the Global Economic Leaders 2010:

“Canada and Germany have been at the forefront of the rethinking of global governance mechanisms as a result of the financial crisis. The economics panel will feature government and business leaders from both countries to discuss key issues on the eve of the G8 and G20 summits.”

The G20 summits in 2009 have proposed major changes in governance of the International Monetary Fund (IMF). Most important seems to be the acknowledgment that the IMF in its current form lacks legitimacy and ownership. Accordingly, the G20 suggests a reallocation of voting shares to emerging and developing countries, an antedated reform of the quota system, a delinking of the managing director’s election from regional origin and support for the Singapore quota and voice reform of 2006. Unfortunately, these reform decisions remain in part imprecise, they leave crucial issues untouched and they are not implemented, not even by several G20 countries themselves. We review the competing explanations of the 2007-2008 global crisis, recall how governments around the world had to depart from established policy stances, and reflect on the legacy of the crisis both in terms of future challenges and changes in policy doctrine. The G-20 has addressed important regulatory and macro-financial dimensions of the crisis, but it has left difficult questions unanswered. How successful is the G7 in managing exchange rates? / Marcel Fratzscher.
The paper assesses the extent to which the Group of Seven (G7) has been successful in its management of major currencies since the 1970s. Using an event-study approach, the paper finds evidence that the G7 has been overall effective in moving the US dollar, yen and euro in the intended direction at horizons of up to three months after G7 meetings, but not at longer horizons. While the success of the G7 is partly dependent on the market environment, it is also to a significant degree endogenous to the policy process itself. The findings indicate that the reputation and credibility of the G7, as well as its ability to form and communicate a consensus among individual G7 members, are important determinants for the G7′s ability to manage major currencies. The paper concludes by analyzing the factors that help the G7 build reputation and consensus, and by discussing the implications for global economic governance

Global governance : the G20 and a global Green new deal / Edward B. Barbier.
As the world recovers from the worst economic crisis since the Great Depression, the international community should promote a mix of policies to sustain this global recovery and create jobs through reducing carbon dependency, ecological degradation and poverty. Such a Global Green New Deal (GGND) requires a long-term commitment to implementing and coordinating “green investments” by the Group of 20 (G20), who should also adopt complementary pricing policies and foster international aid and other actions in support of the GGND. Developing economies should provide clean water and sanitation for the poor, create safety nets, invest in heath and education, and target energy and water poverty.
