“In Europa sind derzeit fast 84 Millionen Menschen akut armutsgefährdet. Für die Betroffenen bedeutet dies eine Existenz in ständiger Unsicherheit und ein Leben ohne die Dinge, die für die große Mehrheit oft selbstverständlich sind. […]

In Anlehnung an ihren Leitgrundsatz der Solidarität hat die Europäische Union das Jahr 2010 in Übereinstimmung mit den Mitgliedstaaten zum Europäischen Jahr zur Bekämpfung von Armut und sozialer Ausgrenzung ausgerufen. Das Jahr soll das öffentliche Bewusstsein für die Situation der von Armut betroffenen Menschen schärfen und dem politischen Engagement der EU und der Mitgliedstaaten im Kampf gegen Armut und soziale Ausgrenzung neuen Schwung verleihen.”

Welfare regime and social class variation in poverty and economic vulnerability in Europe : an analysis of EU-SILC / Christopher T. Whelan and Bertrand Maître.
In this paper we address a set of interrelated issues. These comprise increasing concerns about reliance on nationally based income poverty measures in the context of EU-enlargement, the relative merits of one dimensional versus multidimensional approaches to poverty and social exclusion and the continuing relevance of class based explanations of life chances. Identifying economically vulnerable groups we find that, contrary to the situation with national income poverty measures, levels of vulnerability vary systematically across welfare regimes. The multidimensional profile of the economically vulnerable sharply differentiates them from the remainder of the population. While they are also characterised by distinctively higher levels of multiple deprivation, a substantial majority of the economically vulnerable are not exposed to such deprivation. Unlike the national relative income approach, the focus on economic vulnerability reveals a pattern of class differentiation that is not dominated by the contrast between the self-employed and all others. In contrast to a European-wide relative income approach, it also simultaneously captures the fact that absolute levels of vulnerability are distinctively higher among the lower social classes in the less comprehensive and generous welfare regimes while class relativities are significantly sharper at the other end of the spectrum. — economic vulnerability ; poverty ; social exclusion ; welfare regimes ; social class ; multiple deprivation

The European Union’s Council Regulation (EC) No 1698/2005 on support for rural development by the European Agricultural Fund for Rural Development has introduced promising changes in rewarding farmers by the implementation of conservation auctions and granting farmers’ transaction costs. The paper therefore deals with the evaluation of private transaction costs within a case study using repeated auctions to reward plant biodiversity. In this qualitative sociological and quantitative economic policy paper, we start out from the assumption of a very recent European Commission Background paper on the “Efficiency and effectiveness of social spending”, which says the effectiveness of social spending can be defined by the degree to which the realized allocation approaches the socially desired outcome. The conclusions listed in the Commission paper are found far reaching and not supported by the empirical data. We perform such an analysis, starting from advances in recent literature. A more encompassing sociological perspective on the issue and factor analytical calculations is presented, which supports our general argument about the efficiency of the Scandinavian model. The social quality approach provides an alternative perspective on welfare system analysis, focusing on public policies rather than social policies. The empirical evidence, suggests that in terms of the efficiency of the European social model, the geography of comparative performance include: the direct action against social exclusion, health and family social expenditures, the neo-liberal approach, and the unemployment benefit centred approach. Applying rigorous comparative social science methodology, we also arrive at the conclusion that in terms of the initial ECOFIN definition of efficiency, the data presented in this article suggest that apart from Finland and the Netherlands, three new EU-27 member countries, especially the Czech Republic and Slovenia, provide interesting answers to the question about the efficiency of state expenditures in reducing poverty rates. — Social spending ; European Commission ; index numbers and aggregation ; cross-sectional models ; spatial models ; economic integration ; regional economic activity ; international factor movements ; international political economy
