Als einen maßgeblichen Beitrag zum Wissenschaftsjahr 2009 stellen Forscherinnen und Forscher der Leibniz-Gemeinschaft in der Leibniz-Woche der Biodiversität vom 14. bis zum 19. September bundesweit ihre Arbeiten zu diesem facettenreichen Thema vor.
Die Vielfalt der Biodiversitätsforschung, die in der Leibniz-Gemeinschaft unter der Prämisse “Erforschen – Erklären – Erhalten” steht, spiegelt sich in so unterschiedlichen Themen wie Folgen des Klimawandels, Artenvielfalt (invasive wie bedrohte Arten inbegriffen), Gewässerschutz, Tropenmedizin, Land- und Bodennutzung wider, die der Öffentlichkeit in den Instituten und Forschungsmuseen der Forschungsgemeinschaft in unterschiedlichster Form präsentiert werden.
Auch die wirtschaftswissenschaftliche Forschung nimmt sich des Themas an: beispielsweise werden Kosten und Nutzen der Biodiversität in der Agrar- und Umweltökonomik und im Ressourcenmanagement abgewogen; die Wahrung von Immaterialgüterrechten bei der Nutzung genetischer Vielfalt in der pharmazeutischen Forschung und Entwicklung ist ebenso ein Thema wie die Bedeutung der Artenvielfalt für eine nachhaltige Entwicklung – auch im Zeichen des Klimawandels.

The environmental discussion is increasingly extended to the question of how to preserve biodiversity. As sensible regulation of biodiversity utilization uses politically set incentive schemes, it is required to discus the monetary value of biodiversity. Consequently, the relation between economic incentives and biodiversity is in the focus of our paper. By using bird species as bio indicators we derive first empirical results. In sum, one still may conclude that indeed economic growth is harmful for biodiversity. This is at least in line with the first part of biodiversity Kuznets curve. However, the existence of good institutions (especially a high quality of regulation) can in part prevent this effect, which can be cautiously interpreted as a hint that economic growth is not necessarily related to losses of biodiversity. Measuring biodiversity : an axiomatic evaluation of measures based on genetic data / Nicolas Gerber.
Biodiversity measurement is necessary to evaluate conservation alternatives and understand how to maximize biodiversity returns on conservation budgets. In the economics literature, most studies focus on species level diversity. Existing measures based on species’ pairwise genetic differences do not perform optimally. This paper develops two new biodiversity measures within the same genetic framework. An axiomatic diagnosis for this class of measures is proposed and four biodiversity measures are then compared. Though the axiomatic comparison points towards a single “best” measure, it also indicates that the choice of measure should be dependent on the conservation problem at hand.

Managed grasslands contribute in a number of ways to the biodiversity of European agricultural landscapes and provide a wide range of ecosystem services that are also of socio-economic value. Against the background of a rapid biodiversity loss in agricultural landscapes, increasing attention is being paid to farming practices that enhance ecosystem services. Therefore developing cost-effective conservation payment schemes is the main challenge facing present European agri-environmental policy. This paper deals with the transferability of a payment scheme that combines a payment-by-results approach with the use of discriminatory-price conservation procurement auctions in order to improve the cost-effectiveness of conservation schemes for grassland plant biodiversity. Hence the design, implementation and results of the adapted case-study payment scheme in the county Steinburg in the northernmost federal state of Germany (Schleswig-Holstein) will be focussed. Results concerning the ecological-effectiveness of the payment-by-results approach as well bid-prices and potential cost-effectiveness gains by the use of conservation procurement auctions point out that it was possible to transfer the payment scheme successfully to another region, whereby the adapted case-study even. — Agri-environmental policy ; discriminatory-price auction ; ecological services ; experimental economics ; multi-unit auction ; payment-by-results ; plant biodiversity ; rural development ; outperforms the original case-study

Agro-biodiversity as natural insurance and the development of financial insurance markets / Stefan Baumgärtner and Martin F. Quaas.
Agro-biodiversity can provide natural insurance to risk averse farmers. We employ a conceptual ecological-economic model to analyze the choice of agrobiodiversity by risk averse farmers who have access to financial insurance. We study the implications for individually and socially optimal agro-ecosystem management and policy design when on-farm agro-biodiversity, through ecosystem processes at higher hierarchical levels, generates a positive externality on other farmers. We show that for the individual farmer natural insurance from agro-biodiversty and financial insurance are substitutes. While an improved access to financial insurance leads to lower agro-biodiversity, the e_ects on the market failure problem (due to the external benefits of on-farm agro-biodiversity) and on welfare are determined by properties of the agro-ecosystem and agro-biodiversity’s external benefits. We derive a specific condition on agro-ecosystem functioning under which, if financial insurance becomes more accessible, welfare in the absence of regulation increases or decreases.

Managing increasing environmental risks through agro-biodiversity and agri-environmental policies / Stefan Baumgärtner; Martin F. Quaas.
Agro-biodiversity can provide natural insurance to risk-averse farmers by reducing the variance of crop yield, and to society at large by reducing the uncertainty in the provision of public-good ecosystem services such as e.g. CO2 storage. We analyze the choice of agro-biodiversity by risk-averse farmers who have access to financial insurance, and study the implications for agri-environmental policy design when on-farm agro-biodiversity generates a positive risk externality. While increasing environmental risk leads private farmers to increase their level of on-farm agro-biodiversity, the level of agro-biodiversity in the laissez-faire equilibrium remains inefficiently low. We show how either one of two agri-environmental policy instruments can cure this risk-related market failure: an ex-ante Pigouvian subsidy on on-farm agro-biodiversity and an ex-post compensation payment for the actual provision of public environmental benefits. In the absence of regulation, welfare may increase rather than decrease with increasing environmental risk, if the agroecosystems is characterized by a high natural insurance function, low costs and large external benefits of agro-biodiversity.
